Steve looked it up, and it's one of a pair of photos from Leslie Jones photos at the 1928 Massachusetts' Brockton fair


of a pair of WW1 vets that traveled across country

  "Frank Shea (l) of Brooklyn, N.Y. and William Burke of Passaic, N.J. at Brockton Fair.  They have driven unique traveling wagon "Checkers" coast to coast 6 times and to Mexico and every province in Canada."
